  • 2 bay leaves
  • 2 medium carrots, peeled and sliced diagonally into 1/4 inch rounds
  • 2 medium russet potatoes, peeled and cut into 3/4 to 1 inch chunks
  • 1/2 cup sliced scallions, plus more for garnish
  • 1/2 red bell pepper, sliced
  • 1/4 cup sliced onion
