- 1 shallot, or 1/4 cup red onion
- 1/2 to 1 chile pepper, or chile flakes, to taste
- 1 (2-inch) piece ginger root
- 3 to 4 cloves garlic
- 1/4 teaspoon ground white pepper
- 1/2 teaspoon shrimp paste, or 1 extra teaspoon fish sauce
- 1 tablespoon fish sauce
- 1/4 cup cilantro, plus more as needed
