Batter: In a bowl cream together softened butter and sugar , add egg and beat.
Add sifted flour, cocoa, baking powder, baking soda, salt, and milk. Beat by hand or electric mixer until blended.
Syrup: In a covered saucepan place water, sugar, butter, and raisins, and bring to a rapid boil. When syrup boils, add batter by tablespoons to the mixture and cover with lid. Then when steam escapes, turn heat to simmer and continue cooking 30 to 35 minutes. Do not remove cover after batter is in the saucepan.
Serve hot, cool, or cold. Always good with whipped cream or vanilla ice cream.
